Summary

The Senior Project Director manages all activity related to capital project planning and execution. This includes plant site evaluation and selection, the selection and negotiation of agreements with engineering and construction firms, the negotiation of agreements with Utilities and Municipalities to provide services at the project boundaries, the definition of site specific regulatory compliance programs, and the completion of all permitting required to construct chemical production facilities. The Senior Project Director drives the development of all sustaining systems required to ensure operational continuity from startup through the achievement of nameplate operations, at which point, operational responsibility is transferred to the General Manager and permanent staff of each facility.

The Senior Project Director manages a team of in-house project managers/engineers to define and execute to the construction and permitting schedule for each facility to ensure projects are delivered on-time and within budget while besting world-class safety standards for the industry. Projects will be managed to comply without exception to statutory/regulatory requirements.

The Senior Project Director will provide all technical, regulatory, and site related information as part of financial due diligence prior to closing. The capital projects team will assemble and publish all routine reports required by financial backers, including the board of directors, traditional lending institutions, and agencies providing grants or other government assistance.

The Senior Project Director will negotiate key value chain business agreements necessary to establish commercial operations at the facility either independently or in concert with the Business Development group. The successful candidate will also administer all contracts and other legal agreements to ensure timely startup and continuity of operations until such time as the permanent staff takes control of the facility.

Essential Duties and Responsibilities

  • Manage the planning, design, and execution of capital projects.
  • Identify required external resources and negotiate associated business agreements.
  • Accountable for project definition and execution starting from an FEL-3 FEED package to include Scope Definition, Engineering, Construction, Commissioning, Compliance/Performance Testing, and Closeout .
  • Develop and manage to project budgets and schedules.
  • Balance project risk and uncertainty through risk management and mitigation plans while maintaining schedule and financial metrics.
  • Maintain open communication with stakeholders and communicate project status updates to senior management.
  • Coordinate in-house engineering staff, outside vendors, and internal operations team to execute to project deliverables.
  • Manage progress of Project Managers/Engineers and third-parties to reduce the risk of overall failure, maximize benefits to program, and manage costs.
  • Implement project management best practices through work plans, critical path analysis, and earned value milestones while utilizing the Project Stage Gate methodology.
  • Maintains and communicates performance metrics to his/her team, setting and maintaining high expectations for team performance.
  • Execute capital plan in compliance with applicable codes, regulations, and company standards.
  • Able to effectively work across organizational and functional boundaries and build effective project teams.
  • Ability to travel to project site on a regular basis and make frequent multi-day business trips.

Education and/or Experience

  • Bachelor's degree in Chemical, Mechanical or Civil Engineering.
  • 10 years minimum relative experience in petroleum, ethanol, or biochemical industries.
  • Ten (10) years experience in conceptual development, design and implementation, planning and scheduling, and project management of major capital projects with a total project budget of greater than $100 million.
  • Experience in environmental and construction permitting.
  • Experience communicating and collaborating at a variety of levels with customers, vendors, equipment suppliers, and operations staff. Must possess strong dispute resolutions skills.
  • Possess strong leadership and communication skills, work well in a team environment, and be able to react to changing business needs.
  • Experience at managing multi disciplined technical staff and experience supporting biochemical manufacturing operations is desired.
  • Excellent organization and communication skills with demonstrated ability to execute projects on time and on budget.
  • Must be familiar with MS Office Applications, MS Project or Primavera, and have good accounting practices.
